Are you saying your dog ran up to people off leash but was secured behind a fence?

Are you saying your dog was off leash and not secured and ran up on somebody?

..............or...............

Are you saying that your dog was on a leash and pulled you with him and ran up on somebody?

..............or..............

Are you saying that both times your dog jumped your fence and ran up on somebody?

In all the scenarios above except where your dog stayed behind a fence, you did not properly secure your dog from getting into trouble.
