yeah, your dog shouldn't be in any way able to just run up to a stranger and jump on them. My dog(swayze) is nuts, he would jump on someone who was on fire if he could, but I never let him off leash, and if someone tries to pet him I warn them first...look he doesn't bite, but he will jump all over you. Typically I don't let people Pet him unless I know them just to be safe, because a scratch can turn into a bite, can turn into a full fledged attack according to people.
