Blue nose simply means the nose leather and pigment is blue or grey, rather than black. Its not a genetic fault per se, but it is a dilution gene, and people need to know what they're doing if they're going to be breeding it. It sounds like your neighbor is going to get a dog from a breeder that's just bilking the public for an insane amount of money. Could be a perfectly nice dog. Worth $3000? No.
