There are some dogs that people pay high dollar for in the shelters and rescues as well. Just look up any breed specific rescue, and you will see quite a few high dollar dogs without homes.
I don't think paying more means that you are going to take better care of it. It all goes down to the kind of owner the person is going to be. If you aren't going to take the time to take care of your dog, then whether you pay 1,000 or get it for free, you probably aren't going to take care of it. If you are a fantastic owner, whether you buy 1,000 or get it for free, you are most likely still going to be a fantastic owner.
Tess was free, and I take just as good care of her as I do the rest, though Cuddles was $60 from a shelter, and Stan paid $80, for Notch (I think). We treat them all the same, love them all the same.
Also, the thing I see with many people who pay $1,000 or more for their dog. They see it as an invest to make money off of the pups in the future, whether their dog is "worthy of being bred" or not. They think, "well, I paid 1,000 for this dog. I want to make my money back and then some."
I personally would rather spend that $1,000 for something for the dog or Vet care for the dog, then to buy a dog.
Just my opinion on it, though.
