I scanned the dog and a number came up, i told him i was going to call the number so that hopefully I could contact the owners information. Ditto to what Celtickarma said. I would call the number because if the dog ran away, the owners might be frantic looking for their dog. Even though you don't have the dog, the owners will be relieved to know that their dog is alive and not harmed.
