no if you read the links, and the charts provided in the links, adding household (5%) bleach at the proper amounts will produce water with about 2 parts per million of chlorine in it (about 0.0002 percent).

there is chlorine in tap water as it is.

I don't personally add bleach to my dogs water but after reading this thread I took the time to research it, and it is food for thought.
