So you would consider water off tee as a lateral hazard. Isn't it implied?

Not necessarily. I've played holes where a large pond was right off (directly in front of, and going from one side of the fairway to the other) the tee boxes and you had to go around it and get to the fairway on the other side. I actually assumed this was the kind of hazard the OP was describing.
