Before answering that question one has to ask "What is Al-Q?"

Is it a ghost-creation of CIA?
Is it a catch-word for a number of Islamic radical movements?
Is it a one particular organisation with a defined command structure?

It's a catch-phrase specifically designed to peak the interest of conspiracy theorists and Soviet sympathizers.
