I have a buddy that doesn't belong to a club but wants to obtain a USGA handicap card. Is there a way to get one without joining a club?

In most cases, you have to be a club member to have a "official" handicap. Some course will allow none members to just pay the fee (mine is not one of them) to have one that is official.
