Honestly, I don't. He's playing his final card. Desperate men will behave suicidally. Witness Saddam Hussein.

And I don't know that President Bush would have handled it differently given that U.S. armed forces are already heavily engaged elsewhere. Even enforcing a "no fly zone" would necessitate an attack on Libya's air defenses, and I don't think we need to add that to our problem list. Mr. Bush's Secretary of Defense, Robert Gates, agrees.
