Yes, that was a separate event, with separate rewards (lifting of most economic sanctions and resumption of diplomatic ties).

In your opinion, did Bush dangle the reward prior to nutjob giving up his WMD, or did nutjob see the invasion of Iraq and make the first move? (I don't know if the truth could ever be found on that one.)
