My bad, I completely blew off that early conference, the one Stalin didn't attend. Churchill and Roosevelt decided on unconditional surrender. I get wrapped up in the aftermath of the war, and the final days of the Doenitz Gov and forgot they did surrender unconditionally. The US was pretty fair at the end, only because they knew they would need a buffer between us and the USSR. good catch, I will be more careful
