You can't just go off your average. if you regularly play really hard courses, your handicap will be way lower than your average while if you play really easy courses, your handicap will be higher than your average. (For example, you have a guy who averages 93 at Bethpage Black and someone who averages 93 on the easiest course in the country. Who is going to have a better handicap?)
