It is possible that there is no torture being committed by Americans, but the resistance to full disclosure can contribute to those weary of American violations of human rights (and this includes those Americans who actually respect human rights) to be even more convinced that the United States is trying to hide even more wrongdoing.

The best thing for America to do to "clean up it's image" is to "clean up it's act." But it should "clean up it's act" because it is the right thing to do not because it will "clean up it's image."
