Not certain but I believe the CIA was just getting coordinated on a more formalized basis around the WWII period [if the IMDB description is correct].

Matt Damon is the perfect actor to play this role and many other thrillers in the area of war, spy, intellingence, etc...he was outstanding in both of the Bourne films, and I'm anticipating the third one to be just as good as the first two, which they are filming as we speak.
