But how do you know what they wish to imply ?
I for one actually use both terms in specific situations.
Remember when Bush was supposed to say, 'Fool me once shame on you, fool me twice shame on me,' and he changed it because he didn't want to say the rest of it?

Well that's how 'could care less', sounds to the English. The phrase is so well known that saying differently, even when you mean it that way, just sounds wrong. Unless saying it differently rings like a pun and makes you sound smarter saying wrong will always make you sound like George Bush Jr.
