the rock in Cali is young and more broken down while the east coast is a more solid/cold rock thats why the 5.8 that was centered in VA was felt all the way to NY. The rock here on the east coast is more solid and a 5.8 feels scary here while a 5.8 in cali is less violent. Plus let us not forget in california you are taught what to do in an EQ and have come to live with/accept them while on the east coast everyone thought something hit the building or the wind was making the windows vibrate. We dont expect earthquakes here.
