Sure they could. The example provided at the top of the thread is part of a current multi-agency multi-national investigation which illustrates the government doesn't release all the facts in ongoing cases and doesn't indicate much about the government tendencies to lie.
I do think the writer made a valid point about using the security tapes to facilitate apprehending another party who was involved. Security tapes are always released when someone so much as knocks over a kwick sack. I think releasing the video is certainly in order here.


But we are dealing with another country who may or may not be eager for us to apprehend the perpetrator..
