There could be several reasons for not releasing the vid of the "sharp dressed man". (and by similar extensions the guy in orange).

One is that they may still be figuring out who it is.
Two is that they know who it is, but they're tracking him to see who he interacts with.
Three is that they've already apprehended him but they want to grab a few of his cohorts who will likely go into hiding if the video is released and they see who it is.

Yes the government lies. In an FBI/CIA investigation, of COURSE the government lies. When its to cover their own asses, its bad. When there is a legitimate reason related to catching bad guys without tipping them off, then its good.
