In UK, tins of paint have very, very tight lids, what were they transporting their paint in? Buckets?

here 1 gallon cans of paint have a pound on lid as well and you need a screwdriver or tool to take them off. 5 gallon containers like pictured snap on, but they still make a tool to pry up the sections before it comes up, im guessing the accident had something to do with why the paint is everywhere
