Could schools come up with somekinda plan to turn bullies into helping other fellow students, somekinda "adult role" to protect those who are in danger to get beated up.

This worked with 12 - 14 year old kids that i used to teach, those who bullied other kids got little bit more responsibility and they wanted to prevent this from happening.

Of course if you are not willing to stop circle of hatred, you are part of it.
