Harsh story, but pit bull terrier types are well known cat killers unfortunately, cat's might be quick and wise to keep away from dogs, but if a terrier of that size gets hold of them, they are pretty much screwed...

Obviously also an idiot dog owner that has trained the dog for it's worst traits, rather than their better ones. Even pit bulls can make friendly and obedient dogs given the right training.
