It really pisses me off that women expect us to put the damn thing down every time. Last time I checked there was a roughly 50/50 male/female population split. I'd guess around half the toilet uses are for number 1, and half for number 2. This means that around 25% of the time the seat will be in the wrong position for the user. Why should we men have to do all the work? I'm fairly sure that putting it up or down takes exactly the same kind of effort.
Most efficient thing is to leave the seat as it was used. I have had quite a few heated 'discussions' on this topic with women, if there is a seat cover/lid, I don't really have a problem as it covers the whole thing and if they also put it down, fine.
What you could point out is that whenever the toilet is flushed, there are splashed droplets of the toilet bowel water that end up on the seat, where their bums then sit on them! much more hygenic to keep the seat up, away from these splashes. You could also do the old "I was in a hurry and didn't have time to lift the seat - I think I wiped it all off, though".
