You can make an emergency appointment which gets you seen with a triage nurse but to see a GP you need to be registered with the practice. At least that's what I was told...
Things may have changed but oh, 11 year ago I while I was at Uni I also lived with someone in Oxford. I got tonsillitis and rather stupidly didn't get it checked out for a long time the doctor came out on an emergency visit on a Sunday. I also went for a regularly doctor visit after a fall one time that is all while registered in Hertfordshire.

By the way I may not be a doctor and **** I can't even remember the storyline to a single episode of Doogie Howser but I do remember having tonsillitis. By the time I did actually get a doctor to look at it I couldn't hold anything more than water down (I even vomited from Ribena) and I could barely sleep as it would block my airway as soon as I drifted off. If that's what you've got and it might well be get it sorted.
