I don't understand what benefit is there in her not letting you buy a new phone within' contract? Wouldn't Verizon gain from selling you a phone and get the extra mark-up from that new phone?

Simple answer: The girl wanted the extra $$$$$ in commission for the plan, and her manager probably did, too.
