I'd couple the ads with the viewing experience:

- No ads: Normal, contemporary bandwidth with breaks and slow down on rush hours. Just like it is now.

- Ads: Top tier service with no slowdowns, stream always faster than view even in Full HD. Makes YouTube watchable.
Yeah except that's not viable at all because they are already losing money and they have advertisements all over the place.

A possible solution would be to charge 25 to 50 cents per video uploaded or something along those lines. It would suck but probably would help
