More than likely he just doesn't know what he's doing and there is nothing wrong with the device.

Every time I've heard of someone saying this it's either that they don't understand the difference between megabits and megabytes or don't realize that theoretical and actual speeds are going to be quite different.

Chances are he'll be buying and returning numerous NAS devices before he realizes this.
