Human spaceflight activities at ESA are optionally funded - which means that unlike non-manned spaceflight activities, ESA member states can choose if they want to fund manned spaceflight activities or not. To date the UK has decided not to. If the UK was to fund then it would mean more money into the manned spaceflight program (and more industrial contracts for UK companies to bid for and work on).
Does the UK not have companies like the Dutch STORK Aerospace or TenCate Fabrics which develop materials and technology for aviation and spaceprograms ?

If the UK would fund, they must have a base they can built from. Knowledge and companies who are capable of this. I am not aware of much British knowledge concerning this.

(might be my own lack of knowledge I ask this).
