Sounds like a 'normal' brownout, where the voltage drops enough for some electronic devices to turn off and reset themselves. I've found some to be more sensative than others.
First thing would be to check up with your power provider and see it it's a supply problem.
Depending on where you are, it could also be an indication of a wiring problem - do you know when the house was (re)wired? Sometimes insulation can break down or be eaten by vermin with the risk of a short circuit and fire.
If it is a supply problem, this may be a good time to buy a UPS (Uninteruptable Power Supply) to ensure a good power supply to the PC and monitor.
