It's a universal re-action by idiots to the very small risk that paedophiles will be taking pictures of other peoples babies and young children.
Unfortunately, as with most of these things, the people making have no concept of parents who do this in complete innocence - makes you wonder exactly what is in the dirty little minds of some of these people making the laws.
Of course, those zealots who have to 'enforce' these poorly conceived rules and laws refuse to use any common sense in case they get into trouble for not enforcing them.

My personal viewpoint is to let people take the pictures, etc, as they will but prosecute those who use them for distasteful purposes.
