Agreed.

It's PUBLIC. Everyone around you, and I assume there's people since it's a public area, can SEE what you're doing. Should people have to pay a fine for remembering what happened? Banning photography in public places is retarded.
Precisely, in public one should act as if one were being watched/don't do anything you don't want others to take notice of.
If someone was climbing a tree to take pictures of someone in their back yard - that would certainly be an invasion of privacy and the culprit should be fined, named and shamed!
However, should one be walking around naked in one's home with the curtains open, one can't exactly complain if a passerby stops and has a look.
