Not necessarily, he can be "kicked out" in which he has no spot on the team or even the bench; likewise if the player's contract has run out the player can go anywhere he likes without club approval. Politics in football rocks. FIFA governs international rules; UEFA is subbed in to have some secondary rules applicable to Europe and then a local body to govern local leagues like the EFA. Transfer rules are usually made by FIFA/UEFA.
