What exactly is "Anti-Vandal Paint"?

Its paint that never dries, so if an intruder jumps the wall to vandalise or steal something they'll be covered in paint, when fleeing the scene they will be a really easy target, plus it never comes out of fabrics and wont come off skin with extreme exfoliating

over here we just use lots of tar and small broken glass fragments, may not be legal but no one will ever try and jump your wall again, they'll be covered in tar and gashes
