Anyone here know much about wiring up things?

Last year we brought a house and it came with a poorly fitted kitchin. For long reasons we are yet to sort the kitchen out, but 1 thing is we have a cooker hood and its not plugged in.

Now the cooker hood itself is usuable but isnt wired in. The single power cable is cut at the end and ive cut the cable back a bit to see the wires inside. Its only got 2 wires, a blue wire and a brown wire.

Now i preume thats positive and negative?

Why doesnt this have an earth cable?

CAn I fit this all to a normal plug and will it be ok?
