Well, that is the thing - paypal (since it is owned by ebay) is putting holds on certain people's accounts (less than X amount of feedback) when they sell a "high risk" item (cell phone, pda, console, etc), and the funds are released after either:
Positive feedback
30 Days

(i dont remember what happens with a neutral or neg).
