Sounds like they're being bottom-openings.
It's normal for steel cap boots to be required and I would have thought they'd appreciate you providing your own. I expect they get a few idiots, though, that got snotty about their non-capped boots not being acceptable. Come to think on it, it may be to avoid those idiots that they may have introduced a policy of only THEIR boots being acceptable.
Not sure what I'd do in that position as I also have a dislike/phobia about wearing other peoples' clothing/footwear etc - regardless of how 'clean' it is.
