Wow thats quite a bad situation you are in. I myself live in an apartment complex. seeing how you are in UK Im sure things are different.

Here ppl usually call the police and they handle those kind of calls. ppl here also contact the leasing office and they send a warning letter to the tenants causing the disturbance.

Im not a legal buff or anything but maybe you should look into the city's ordinances to see what can be done about all that. There has to be some kind of "disturbing the peace" ordinance that may help you.

I cant believe the cops wont get involved....here ya cant even shout out loud for 2 minutes b4 the cops show up to give u a ticket for it
