Normally it's the local council who deal with issues like this, backed up by the police and/or the courts as necessary. Have a look on your council's website to see their procedures and for other advice. They might lend you recording equipment so you can prove how loud the music is. You could also take pictures/videos yourself of things like litter and damage. Make sure they are time stamped. One thing you should do is keep a diary of what's happening with times and dates to help prove that this is an ongoing situation and not a one off.

On my council's website it says to approach the noise makers yourself in the first instance and ask them to tone it down. Not sure how much help or otherwise this would be in your situation though.
