Well, if you believe in dark matter, and accept the fact that the material universe we live in represents only about 4% of the actual "stuff" the universe is made of, and that this other "stuff" that comprises the other 96% of the universe seems to interact only gravitationally with the rest of the universe, then we might be looking at this question from a completely wrong, egocentric perspective.
There might be zillions of weird, exotic civilizations out there, but perhaps they are dark matter civilizations, much to busy to interact with the weird little freaks of nature that are matter civilizations.
