This is a strawman argument, if this was in fact how we handled welfare I can guarantee you welfare participation would drop dramatically, like 80 or 90%.

I am not for spending I am for addressing an very abused program that doesnt work.

This is excactly right taking into consideration that you are usually 180 degrees off from reality.

You guarantee an 80-90% increase in welfare spending.
