This is far from over, I am going to the city hall on Monday and speaking with the chief, and perhaps even speak to a lawyer.
Sovereign immunity. The police were exercising their discretion. You can't get a dime from them. A lawyer, even if he is successful in getting you out of the ticket, would cost far more than the ticket itself.

You can always represent yourself and try to have the ticket waived. I've seen people do it, although your behavior with the chicken little cop equals almost a guaranteed loss. Arguing a ticket usually involves police missing appearances, the case being postponed, you sitting on a courtroom bench for two hours (not to mention time and money spent traveling to the courthouse, parking, going through security, etc.), surrounded by lice-ridden peasants waiting to support their baby daddy as he walks out from the holding cell in shackles for his arraignment, etc. Not worth it, unless your time is only as valuable as that of a migrant tomato picker.
