Yo, the level of corruption in Russia is tragicomic, one doesn't know should one laugh or cry. Your old man is kept as hostage until his firm has paid some ''Administration Fee'' or the local boss finds something more interesting to extort money from and let him go. These ransom situations aren't dangerous in nature but frustatingly time consuming.
