AFAIK , Most of the immigrant Muslims came to Europe to make money. So, they do not bother to rock the boat so that their money making
scheme will not be damaged.

Let's put the hope on native European reverts who may alter the European society in a positive way. Sadly, many of these reverts fall into the
hands of Salalfi brothers or the desi brothers who show a cultural Islam which looks bizarre in European setting.
Through human nature the European reverts tend to end up with whatever group befriends, welcomes, educates and supports them,

apart from in the case of some Sufi tareeqas, it tends to be the Islamists and Salafis who welcome them most therefore that is who they end up with.

Sadly, as far as I have seen there has been little effort by Deobandis either to invite European non-Muslims to Islam or to support new Muslims, but this needs to change if they want to put real roots down in Europe rather than the superficial ones they have now - a key start to this would be establishing more institutions along the lines of Ebrahim College (teaches Alim course in English), which are attractive to a broader segment of Muslims than many Deobandi institutions in Europe, that apart from the ugly buildings and the bad weather outside are like little pieces of Pakistan.
