Where I live, you see teenibopers and their girlfriend and boyfriend meeting up in cafe. They hear the the adhan in Ramadhan time as well but do not rush to taraweeh salaat. The only difference they can not french kiss in public because of the law. the idea that some how being in a muslim state will be a deterant is a wishful thinking. It is up to the parents to instill good morals and values and sense of responsibilities. They do this by being engaged in religious ventures collectively with other muslims for common good cause and by attaching oneself to scholars of Tassawuf and Shariah. It is not about being strict but being wise parents.

People planning to migrate to other country is in my view not the best soluiton. They have responsibility to reflect Islam in best manner. By running away they deprive others of it. Perhaps they were born in the community to be a representative of Islam. They can reach out to others in a most effective way then others because of similarities. The key point is to find like minded muslim to build an interdependent local community that benefits the wider one visa vie Islam.
