It's up for download at Kalamullah, in three volumes. It's basically a translation, but the author expands on the meanings of more important, meaningful words. Obviously learning the actual Arabic is best, but this is the next best thing.

Available to download in each of the 3 volumes. I own a hard copy and it really is effective for learning Qur'anic Arabic. Even better, if you don't know Arabic but have a rough understanding of the letters, is to have an Arabic Qur'an with you so you can more easily identify exactly which Arabic words mean what.
