A question related to Dubai Awqaf.

4. To follow the Maliki Madhab (the official school of Islamic law in UAE) in all issues relating to the matters of worship, and consider the said school a priority in other Fatwas depending on each case in question . If Awqaf is the Islamic affairs governing body in the UAE and Maliki Madhab is the official school of Islamic law in UAE then why do most of the masjids only lead 8 rakah taraweeh prayers instead of 20 (see below links)
