Indeed it is..

But I guess this scholar is only talking about the Muslims living in Saudi, who, according to him, should obey the "guardian"(Wali al-amr) and can't go and wage jihad without his permission.
Apparently he's not talking about Syrian Muslims themselves, wa Allahu a'lam..


Maybe but even then he is wrong, for fard ayn needs permission from now Imam, and this is explained in Shaykh Abdullah Azzam's book:
