Salaam,

If you go through the attachment, Shaykh Qaradawi decimates that opinion. He brings plenty of proofs + has supporting statements/opinions from the salaf/khalaf.

That's why when I read it - I was like - OH NO! My Zakah just doubled! (not that I am averse to paying zakah!)

Very convincing/compelling arguements. (at least for me)
