All he is saying is Laymen shouldn't discuss/debate on things which they do not have proper understanding of. Fatwas should be left to Scholars.

How does that empower U.S. Govt ?

People should learn to stand before running. We have people here who doesn't know Arabic grammar who debate on in-depth Aqeedah here from english translations found on the internet. lol. We don't want that.

If its not from an authorized 'shaykh', then its not acceptable. Thats not something new. Even before U.s.a was found this was how Islamic scholars dealt this matter. A self-learned scholar is not taken seriously and is prone to mistakes. If you take the history of the best scholars of Islam they all learned under different teachers. Very few are self-learned.
