I agree with your basic point: that unqualified people should NOT issue fatawa.

Do you agree with my point: that qualified people should NOT commit nifaq and present it as Islam?

How many highly educated and scholarly people fail to Command Good and Forbid Evil that is in their presence?

The grand mufti of Syria? The grand mufti of Egypt? The grand mufti of Saudi Arabia? And more?

And this is not a NEW event, many of the most academically qualified people of the Muslim Ummah have failed openly and most other ulama are silent.

Thus, the reality is: many unschooled people are speaking up for Islam because many schooled and educated people are severely lacking, if not committing nifaq.
The Anbiyah endured extreme hardship because their literally carried the message of Allah and their respective peoples conflicted with them.

As you yourself cited:

Abu Hurayrah, who said, “I heard the Messenger of Allah say,
‘ Verily, the first to be judged on the Day of Resurrection will be....

..... Next a man who had acquired and imparted knowledge and read the Qur’an will be brought forward, Allah will remind him of the favours He had bestowed upon him and the man will acknowledge them.

Then He will ask him: `What did you do to express gratitude for it?’

The man will reply: `I acquired knowledge and taught it, and read the Qur’an for Your sake.’

Allah will say to him: `You have lied. You acquired knowledge so that people might call you a learned (man), and you read the Qur’an so that they might call you a reciter, and they have done so.’

Command will then be issued about him, and he will be dragged on his face and thrown into Hell.....

Knowledge necessitates ACTION. And the action which EVERYONE is expecting of ulama is following the way of the beloved Prophet (saaw).

Hamza Yusuf is caught in the same rut that many of the ulama of the Arab countries, except he's in a the belly of the Beast.
